Why account structure matters as much as budget
Most advertisers focus on creative, budget and targeting. But account structure — how campaigns, ad sets and the ads themselves are organised — determines how efficiently your budget is distributed and how quickly Meta's algorithm learns to optimise.
A badly structured account spreads budget across too many competing ad sets, stops the algorithm from exiting the learning phase, and makes it impossible to understand what's working. The structure described here is the one we apply to every new client, with sector- and goal-specific variations.
The 3-tier structure: TOF, MOF, BOF
The core principle is to cleanly separate campaigns by funnel stage. Mixing acquisition and retargeting in the same campaign is one of the most common — and most expensive — mistakes.
Top of Funnel — New customer acquisition
Goal: sales or leads on cold audiences. One single campaign with a consolidated budget (don't fragment across 5 different TOF campaigns). Internal structure: 3-4 ad sets with distinct targeting — Broad (no interests, demographics only), Interest stack 1, Interest stack 2, Lookalike 1-3%. Consolidate budget at the campaign level, not manually split across ad sets: let the algorithm allocate it. Golden rule: a minimum of £30/day per ad set to exit the learning phase within 7 days.
Middle of Funnel — Visitor nurturing
Goal: re-engaging people who interacted but didn't buy. Audience: site visitors from the last 30 days excluding buyers, Instagram/Facebook engagement from the last 60 days. Creative: more educational and social-proof-focused than TOF — reviews, how-tos, comparisons. Budget: 15-20% of total spend. Target frequency: 3-5 impressions per user per week.
Bottom of Funnel — Warm retargeting
Goal: converting people close to buying. Audience: product page viewers from the last 14 days, non-converted add-to-carts from the last 7 days, checkout starters from the last 3 days. Creative: direct offer, urgency, objection handling, free shipping if available. Budget: 10-15% of total. Caution: small audience — don't overinvest here or frequency becomes annoying.
Creative: the real differentiator in 2025
With the deprecation of detailed interest targeting and rising competition on broad audiences, creative has become the targeting. Show the right creative to the right people and Meta will automatically distribute it to those who respond. Show the wrong creative and no targeting will save it.
The framework we use for creative testing: every TOF campaign has at least 3 distinct narrative angles, each with 2-3 formats (video, static, carousel). The angles we test on every new client: problem/solution, social proof, product demo, comparison with alternatives, founder story. In the first 30 days we test every angle with a reduced budget. Then we scale budget on the winners.
If an ad doesn't generate at least 50 optimisation events (purchases or leads) within 7 days, Meta doesn't have enough data to optimise it effectively. This is why consolidating budget on a few well-structured campaigns always beats spreading it across many small ones.
The settings that change everything
| Setting | What we use | Why |
|---|---|---|
| Campaign objective | Sales (not traffic) | Optimises for real conversions, not clicks |
| Attribution | 1-day click / 0-day view | Cleaner data, less ROAS inflation |
| TOF bid strategy | Lowest cost (auto) | Gives the algorithm room during the exploration phase |
| BOF bid strategy | Cost cap (manual) | Control over profitability on a small audience |
| Budget | Campaign level (not ad set) | Advantage Campaign Budget allocates better across ad sets |
| Placements | Advantage+ placements | Meta allocates better than any manual targeting |
What not to do (the most common mistakes)
- Too many ad sets in the same campaign: they cannibalise each other and fragment budget below the learning threshold
- Editing campaigns every day: every edit resets the learning phase. Wait at least 7 days before making significant changes
- Retargeting audiences that are too wide: retargeting the last 180 days of visitors means including people who don't remember visiting the site. Keep BOF on short windows
- Inconsistent exclusions: TOF must always exclude existing customers and BOF/MOF audiences. Without exclusions, you're paying to reach people you're already retargeting elsewhere
